Gypsum Products Association contributes to consultation on construction sector white papers

In its response to the Construction Products Reform White Paper published by MHCLG, the GPA submitted detailed feedback on behalf of its membership before the consultation closed on 20 May 2026. The government consultation sought views on a package of reforms to the UK construction products regime, alongside a parallel consultation on the proposed General Safety Requirement for construction products.

Jon Bourne, Technical Director of the GPA says: “The Association’s contribution is designed to ensure that policy development is informed by the experience of manufacturers already working to high standards of product testing, compliance, technical guidance and supply chain engagement. By coordinating the views of our members, the GPA helps translate complex technical and regulatory issues into practical recommendations that can support safer outcomes across the sector”.

The white paper proposals aim to create clearer lines of responsibility across the product journey, from research and development and manufacturing through to testing, certification, selection, installation and use. In responding to these proposals, the GPA has highlighted the ways its members already contribute to these objectives through robust compliance processes, tested systems, and a continued focus on product stewardship and accountability.

Jon continues, “we also used the consultation process to demonstrate how the sector is progressing in areas that are central to reform, including clearer product information, improved traceability, competence, and digital access to technical data. These are priorities reflected both in the government’s reform agenda and in wider developments linked to digital product information and future regulatory alignment.”

For the GPA, consultation is not simply about responding to policy proposals at the end of the process. It is about contributing evidence, identifying practical implications for manufacturers and specifiers, and helping government understand how proposed reforms will work in real-world construction settings. That includes supporting reforms that improve confidence in product information, strengthen transparency, and reinforce competency throughout the supply chain.

This representative role is especially important at a time when construction products reform is being shaped by a broader programme of change following the Grenfell Tower Inquiry and the government’s commitment to a more coherent and accountable regulatory framework. The Construction Products Reform White Paper sets out reforms intended to improve safety, support growth and ensure accountability and transparency across the product chain.
